The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of Monitoring and Evaluation Specialist for the Multi Donor Action “EU4Climate Resilience” under the Regional Project “Promoting Green Deal Readiness in the Eastern Partnership Countries” (PROGRESS)” 
 
Title of position: Monitoring and Evaluation Specialist, 100% position 
Location: Tbilisi, Georgia - with duty travels to Moldova, Azerbaijan and Armenia 
Duration of employment:  June 1, 2024 - December 31, 2027

Background: 
The upcoming Multi-Donor Action “EU4ClimateResilience” is jointly co-financed by the European Union and the Federal Ministry for the Environment, Nuclear Safety and Consumer Protection (BMUV), and implemented by GIZ and OECD. EU4ClimateResilience is implemented as part of the BMUV-funded project ‘Promoting Green Deal Readiness in the Eastern Partnership Countries’ (PROGRESS). This complementarity and implementation of both the Action and PROGRESS by GIZ and OECD therefore reflects the Team Europe approach.  
 
EU4ClimateResilience supports the Eastern Partnership (EaP) countries Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine in improving climate change and adaptation policies to achieve the mitigation and adaptation goals and targets under the Paris Agreement (PA) and related to bilateral agreements with the EU. This is achieved inter alia by technical support for the NDC 2025 up-date, improving the regulatory framework as well as further improving the institutional capacities to update the Nationally Determined Contribution (NDC), elaborate and implement Monitoring, Reporting and Verification (MRV) systems and mainstream climate change into sectoral and regional policies. The Action also acts on a local level by supporting the implementation of local climate adaptation projects, increasing the preparedness and resilience of cities and municipalities against short- and long-term climate risks. To mobilise additional sustainable investments, the introduction of innovative financial instruments such as green bonds will be supported. In Ukraine, the Action will address the reconstruction needs. EU4ClimateResilience and PROGRESS are complementary since both projects support the EaP countries in the context of the EU Green Deal. 
 
The Overall Objective of the Action is to support the green transition, enhance decarbonisa-tion, boost energy security and increase resilience to counter the effects of climate change in the EaP countries. The Action comprises 3 Specific Objectives (outcome). GIZ is responsible for implementing Specific Objectives 1 and 2 including all related Outputs. OECD is responsible for implementing activities under Specific Objective 3 (Outcome 3): 
 
Specific Objective 1 (Outcome 1): Countries’ capacity to adequately measure and reduce national emissions, mobilise green financing, and adapt to the impact of climate change in-creased, and implementation of the climate policy framework advanced.  
Specific Objective 2 (Outcome 2): Benefits of climate adaptation demonstrated through specific projects.  
Specific Objective 3 (Outcome 3): Credible regulatory frameworks on green financing es-tablished in line with EU norms and bond issuance diversified and scaled-up. 
 
The project is looking for an Specilist in Monitoring and Evaluation (M&E) to support the project team regionally in the timely collection, quality control and analysis of activity and impact data of the project. The Monitoring and Evaluation position is a cross-cutting position of relevance for all project outcomes and outputs. The position will be located in Tbilisi, Georgia. 
 
 
Responsibilities  
  • Establishing a Result-based Monitoring and Evaluation System for the project  
  • Establish and conduct a baseline study to feed differentiated data into the logical framework 
  • Where possible, harmonise data collection with national partners systems and present indicators disaggregated, e.g., by gender or age 
  • Collect, process, and analyze qualitative and quantitative data on all project activities and for all indicators as per the Action’s logframe 
  • Independent communication with respective country teams related to monitoring and evaluation 
  • Provide input for necessary adjustments and revisions at the output, activity and indicator level in order to effectively achieve the expected specific objectives.  
  • Provide input for managerial decisions based on rigorous analysis and clear presentation of the gathered data to the experts and the management in the project 
  • Assure quality checks of information and data provided by other implementation partners (e.g. OECD) 
  • Assure that national and GIZ relevant data protection rules are observed 
  • Organize and steer external evaluations of projects activities  
  • Support other regular/ ongoing M&E related processes, such as operational planning and progress reports to the EU as well as to the BMUV 
  • Supporting the information, communication and public relations work of the project by providing results data 
  • Entering and updating the EU OPSYS system for the project 
 
Required qualifications, competences and experience 
Qualifications 
  • MA or post-graduate degree in Economics, Social Science, Business or in a related field 
 
Professional experience 
  • At least 5 years professional experience in a comparable position 
  • Proven experience in development and management of monitoring and reporting in an organization in a similar international context 
  • Proven experience in data collection, processing and presentation tools, experience within EU financed projects is an advantage  
  • Proven experience in reporting for donor and co-financing organisations 
  • Proven experience in the presentation of monitoring data and project results 
 
Other knowledge, additional competences 
  • Excellent working knowledge of IT technologies and computer applications  
  • Business Fluent in Georgian and English  
  • Good self-organisation skills  
  • Joy in collaboration within national and regional teams and other project units  
  • Commitment, team spirit, reliability, and diplomatic skills  
  • Strong service orientation, communication strength, and capability of delivering excellent performance timely  
  • Knowledge on MRV Systems is an advantage 
  • Experience working with EU’s OPSYS is an advantage
