Terms of Reference
Background Information and Context The tender for the elaboration of geodatabase (GIS) of forest functional zones is announced under the GREEN Caucasus project, implemented by CENN with funding from the Austrian Development Cooperation. The Geodatabase should be developed based on a desk study of secondary data for up to 30 forest districts.
The activity involves collecting and integrating Spatial data and supportive documents from various sources, as detailed in the attached Unified List of "Geodata Requirements.xlsx," and generating new GIS data. The selected firm will be supported by CENN to obtain necessary information. A comprehensive final report is required that summarizes outcomes and provides recommendations for future forest management initiatives.
Description of the Task The primary objectives of this activity are:
To collect existing Spatial data and supportive documents related to forest management, as specified in the attached " Geodata Requirements.xlsx."
Request and compile existing data from relevant institutions, including the Ministry of Culture, Ministry of Economy, Ministry of Environment and Agriculture, National Forestry Agency, and National Agency of Public Registry.
To create new GIS data to fill gaps and provide additional information.
Coordinate with main information providers to ensure data accuracy as needed.
Main components of the task
Data Collection
Existing GIS Data and Supportive Documents Collection:
- Request and collect relevant GIS data and supportive documents from governmental agencies, research institutions, and stakeholders, as outlined in the attached "Geodata Requirements. xlsx."
- Use the attached List of Forestry Land That Should Be Included in Tender “Forest Land Inventory.xlsx.” as a reference for the specific regions and areas (e.g., Samegrelo-Zemo Svaneti: 270,319 ha; Mtskheta-Mtianeti: 181,304 ha; Imereti: 280,004 ha; Samtskhe-Javakheti: 92,070 ha; Shida Kartli: 101,050 ha; Kvemo Kartli: 91,969 ha).
New GIS Data Creation:
Generate new GIS data where gaps exist based on the Forest Code categorization criteria :
Protection Forests (Article 9 of the Forest Code):
- Create spatial layers for forests protecting settlements, agricultural land, cultural property/historic monuments, infrastructure, and vulnerable land (e.g., forests on slopes greater than 35 degrees, forests within 100-200 m from infrastructure).
- Use digital elevation models (DEMs) and satellite imagery to assist with classifications.
- Resort and Recreation Forests (Article 10 of the Forest Code):
- Create layers for forests in resort protection zones (1 km from treatment facilities or mineral sources) and forests used for mass recreation and tourism.
Stakeholder Engagement
Organize workshops with main information providers to ensure data accuracy as needed.
Data Integration and Validation
Data Integration:
- Integrate all collected and newly generated GIS data and supportive documents into a unified geodatabase.
- Ensure the geodatabase is structured according to forest categorization classes, enabling effective forest management planning across the specified regions.
Data Review and Validation:
- Conduct periodic consultations with CENN to validate the accuracy and completeness of the integrated data.
- Make adjustments based on stakeholder feedback to ensure the geodatabase meets legal and functional requirements.
Finalization and Submission
Finalization of the Geodatabase:
- Finalize the geodatabase, ensuring it meets all technical requirements for forest categorization and management in the specified regions.
- Ensure all data layers are accurate, comprehensive, and ready for long-term use by forest management authorities.
Submission of Deliverables:
- Submit the final geodatabase along with all required deliverables, including a final report summarizing outcomes and including metadata.
- Ensure all data is accessible to stakeholders for ongoing forest management efforts.
Task Duration
Timeframe: 4 months
Data integration and new data creation.
Data categorization and review by the multi-stakeholder group.
Finalization of the geodatabase and submission of deliverables.
The assignment is expected to start from 1 July 2025 and continue for 4 months
