Key Responsibilities:
- Lead and oversee the entire Technical Office operations for the hotel development project, ensuring smooth coordination between design, construction, procurement, planning, finance and subcontractor teams.
- Manage multidisciplinary technical documentation, including architectural, structural and MEP drawings; verify technical accuracy, constructability and compliance with project scope and cost implications.
- Coordinate with internal and external stakeholders — design consultants, client, project management team, subcontractors — ensuring timely resolution of technical issues and alignment with design/implementation requirements.
- Conduct detailed quantity take-offs for all disciplines and supervise the preparation, accuracy and finalization of BOQs in coordination with relevant engineering teams.
- Oversee preparation and validation of monthly progress payments, interim applications, subcontractor statements and final accounts, ensuring compliance with contract terms and accurate financial reporting.
- Prepare and review cost estimates, unit price analyses, variation orders, claims, additional works and scope changes; support negotiation processes with client and subcontractors.
- Implement strong cost-control procedures, monitor project budget, forecast potential deviations, coordinate with finance and planning teams, and ensure timely reporting of financial risks.
- Maintain full control over project documentation — drawings, revisions, approvals, submittals, RFIs, technical queries — and manage complete as-built documentation at handover stage.
- Support the planning team in developing and monitoring project schedules (Primavera / MS Project), ensuring coordination between technical deliverables and site progress.
- Prepare regular technical, financial and progress-related reports for top management and the client, ensuring accuracy and transparency.
- Ensure compliance with contractual obligations, technical specifications, local regulations, HSE guidelines and international engineering standards.
- Lead, mentor and supervise Technical Office engineers and technicians; define tasks, manage workflows and validate final outputs with high quality standards.
- Identify potential technical or cost-related risks and provide proactive mitigation strategies to ensure efficient project execution.
- Support procurement by preparing technical comparisons, supplier evaluations, material submittals and value-engineering proposals where needed.
Key Qualifications:
- Bachelor’s degree in Civil Engineering or Architecture (Master’s degree preferred).
- Minimum 7–10 years of experience in construction, with strong technical office background — ideally in hotel, mixed-use or large-scale building projects.
- Advanced knowledge of quantity take-offs, BOQ preparation, cost control, progress payments and contract administration (including FIDIC-based documentation), variation orders, claims preparation and negotiation processes.
- Strong proficiency in AutoCAD and MS Office (advanced Excel).
- Experience with Primavera P6 or MS Project is a strong asset.
- Strong analytical abilities, attention to detail, problem-solving skills and ability to work under pressure.
- Proven leadership and team management capabilities within multicultural engineering environments.
- Excellent command of English (written and spoken) – mandatory. Knowledge of Georgian and/or Turkish is an advantage; preference will be given to candidates who speak Turkish.
- Expatriates must be residing in or willing to relocate to Tbilisi.
