The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is announcing a Project Quality and Administrative Specialist position under the Project: EU4ClimateResilience

Location: Tbilisi, Georgia

Brief information about the Project
The Multi-Donor Action “EU4ClimateResilience” is jointly co-financed by the European Union and the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), and implemented by GIZ and OECD. EU4ClimateResilience is implemented as part of the BMUKN-IKI-funded project ‘Promoting Green Deal Readiness in the Eastern Partnership Countries’ (PROGRESS). This complementarity and implementation of both the Action and PROGRESS by GIZ and OECD therefore reflects the Team Europe approach.
EU4ClimateResilience supports the Eastern Partnership (EaP) countries Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine in improving climate change and adaptation policies to achieve the mitigation and adaptation goals and targets under the Paris Agreement (PA) and related to bilateral agreements with the EU. This is achieved inter alia by technical support for the NDC 2025 up-date, improving the regulatory framework as well as further improving the institutional capacities to update the Nationally Determined Contribution (NDC), elaborate and implement Monitoring, Reporting and Verification (MRV) systems and mainstream climate change into sectoral and regional policies. The Action also acts on a local level by supporting the implementation of local climate adaptation projects, increasing the preparedness and resilience of cities and municipalities against short- and long-term climate risks. To mobilise additional sustainable investments, the introduction of innovative financial instruments such as green bonds will be supported. In Ukraine, the Action will address the reconstruction needs. EU4ClimateResilience and PROGRESS are complementary since both projects support the EaP countries in the context of the EU Green Deal.
The Overall Objective of the Action is to support the green transition, enhance decarbonisa-tion, boost energy security and increase resilience to counter the effects of climate change in the EaP countries.

Main Activities
Responsibilities
Performing commercial, organizational and administrative tasks

  • Submission of Purchase requisitions (BANF) for the procurement of goods and services
  • Checking LERF before submission to the GIZ office and monitoring of contracts payment settlements
  • Checking invoices, supporting documents, and adding attachements before the DV/AV approves payments in the SAP environment
  • Overall support to the DV in Quality Assurance and Control
  • Support to the DV in overall Project Coordination and Follow-Up

The Project Quality Specialist performs the following tasks:
Tasks

Event management
The Project Quality and Administrative Specialist
  • is responsible for the organisation, planning and administrative documentation of workshops, seminars, trainings, study tours, including management of the tendering processes
  • helps prepare visitor programmes, draws up travel schedules, organises transport of visitors and makes hotel and ticket reservations, and provides travelleres with all the necessary information for their travel
  • takes care of travel insurance
  • ensures that participant lists are prepared and filled in line with data protection requirements
  • in case of larger and more complex events, accompanies the responsible advisor for support at the location
  • supports short term experts during their stay in organisational matters
  • reserves hotel rooms for event participants and short-term experts
  • organises transportation for short-term experts and team members
  • participates in internal and external (team) meetings and workshops and assists with organising and documenting these, e.g. by writing minutes
  • photocopies and scans documents as needed
  • develops and maintains a list of contacts for procurement of goods and services

Contract management, office management and administration
The Project Quality and Administrative Specialist
  • drafts contracts below 15000 EUR.
  • creates and maintains a filing system for the project, treats information confidentially, specifically in the areas of personnel and finance.
  • acts as the Records Manager of the project and stores documents in CORE.
  • updates the filing system daily with incoming and outgoing correspondence.
  • Maintains the inventory list, carries out annual inventories and follows up on maintenance, repair or purchase of new equipment and stationary
  • Supports during the preparation of internal controls and audits
  • Arranges small procurements of goods and services up to 1000 EUR upon request
  • Supports the DV/AV with the preparation of documents for submission to the GIZ Office Tbilisi for the contracts above 1000 EUR.
  • Communicates with suppliers of goods and services and coordinates the delivery of such
  • Submits the purchase requisitions (BANF) for the procurement of goods and services
  • Checks LERFs before submission to the GIZ Office Tbilisi and monitors contract payment settlements
  • Ensures Business Partner requests are filled properly and send to the responsible Business Partner Data Specialist
  • Supports the Finance, Grant and Project Manager with contract monitoring and updates contract related information
  • Processes invoices and other financial documentation before handing it over to the DV

Support to the EU4Climate Resilience Team leader (DV)
The Project Quality and Administrative Specialist
  • Supports the DV in the coordination and day-to-day implementation of project activities, ensuring timely follow-up on agreed actions, deadlines and deliverables
  • Supports the monitoring of progress of activities and supports the DV in identifying delays, bottlenecks and required follow-up actions
  • Provides quality assurance and quality control of project documents, TORs, deliverables, reports and other outputs, ensuring consistency, completeness and compliance with GIZ/EU/BMUKN requirements and standards
  • Reviews and consolidates inputs from different team members, partners and stakeholders, ensuring that comments and revisions are properly incorporated, while applying an overall quality check for coherence, consistency, logical soundness and practical feasibility.
  • Identify inconsistencies, gaps or quality issues in documents and deliverables and proactively flag these to the responsible colleagues and DV, proposing practical solutions where appropriate
  • Contributes to the continuous improvement and standardisation of project processes and quality assurance mechanisms
  • Regularly draws up a list of forthcoming meetings and events and makes sure the Outlook Event Calendar of the project maintained and up to date
  • Supports the DV and Project Advisors in the establishment and financial management of large volume Grant Agreements


Other duties / additional tasks
The Project Quality and Administrative Specialist
  • keeps herself/himself updated about the regulations of the GIZ within the scope of their activities
  • in coordination with the DV and Project Advisors, communicates with and provides project information to other projects, clusters, units and partners
  • supports the collection and analysis of data and conducts background research regarding the development of the Climate Action Plans, NDC updates, Covenant of Mayors, etc.
  • performs other duties and tasks at the request of management
